Hi!

While working on Debian's “reproducible builds” effort [1], we have
noticed that sbuild doesn't build reproducibly.
The config dumped into sbuild.conf and the manpage contain items
in a random order.

The attached patch fixes this. Once applied, sbuild can be
built reproducibly in our current experimental framework.
