If you desire to set custom variables then you would create that file
and set those variables in that file.  Why should the file exist in a
default installation that does not need to set any of those variables?
But it is available for that use if you wish to use it.

The /etc/resolvconf/update.d/libc (and resolvconf-update-bind) script
reads it.

I disagree.  If there isn't anything to put in there by default then
it is much nicer to not create the file.  If a local admin wishes to
customize the file then they can easily do so.  Creating the file with
comments makes things less nice.  Because if I have customzed the file
then upon every package upgrade it requires a prompt as to what to do
about the file upon upgrade and a possible manual merge step.
Including the file makes things less nice than simply allowing it as a
possibility.

As is often the case one person wants one thing and another person
often wants the opposite thing and it is impossible to please both
parties.
