I don't know this device so a more general comment: If it is very
similar to a device that is already supported it's a matter of days.
If this isn't true and you have full documentation or the Windows
source code it may be done in weeks (or months). If this is not the
case and you must reverse engineer the data flow it can be months
to years or may be even impossible.
