At least in Aurelian's 1.0.11-2 package, the manual page does exist. I
just installed it.

That means that the gt68xx backend isn't loaded at all.

Broken installation. At least libsane 1.0.11-2 installs dll.conf into
/etc/sane.d/.

apt-get update; apt-get install libsane (to get the latest version)

Check that your sane packages are installed correctly.
