  Gimp can do all of that (manually or with its scripting), but I just
mean, it is far superior to xv by the range of options and drivers

  I don't know if such a thing exists, but it should be trivial to make a
script that will watch the directory for new files, ask for descriptions
and store them in a database (if scanning is done manually) or run
scanimage from the script and do the same (if no manual adjustment is
necessary between scans).
