Yes, in most cases, it is activly terminated, I have done some tests
with passiv Termination.

I've tryed it with Adaptec 3940W, Adaptec 2940AU, and an Advansys Card.

My scanner says:

~  Type:   Scanner                          ANSI SCSI revision: 01 CCS

Do your scanner have a different versionnumber?
