[sane-devel] Epson 1650 doesn't work with Fedora Core 2

I have been unable to get my Epson 1650 to work with Fedora Core 2.  I have 
found many related discussions, but nothing seems to work, even as root.  The 
scanner seems to be found with sane-find-scanner, but not with scanimage.

The output of sane-find-scanner (as root):
  # No SCSI scanners found. If you expected something different, make sure 
that
  # you have loaded a SCSI driver for your SCSI adapter.
 
found USB scanner (vendor=0x04b8 [EPSON], product=0x0110 [EPSON Scanner]) at 
libusb:003:002
  # Your USB scanner was (probably) detected. It may or may not be supported 
by
  # SANE. Try scanimage -L and read the backend's manpage.

The output of scanimage -L (as root):
No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).

I have checked the file permissions, epson.conf, and libsane.usermap as shown 
below.  Any suggestions on what I should try next?

The file permissions in /proc/bus/usb/003 are:
