It could be the USB controller hardware and whatever firmware it has.

I have had serious problems using an Epson scanner with a Via chipset + 
USB controller and zero problems using the same scanner on an Intel 
chipset + USB controller. Both are UHCI. Things get worse using uhci.o 
instead of usb-uhci.o and things break using alt-uhci.o.

I have other problems with the Via set, as well and the messages are 
very similar if not identical. It is so bad that I have to shut down the 
system to get rid of the problems. I have to do that every time I use a 
USB device.
