Indeed not. You will need a SCSI adapter, either the one supplied with
the scanner or a third party one. In the latter case you will also
need a matching cable and the appropriate driver for the adapter. And
possibly a terminator.
If you don't have these they are cheap on Ebay but you'll need some
idea of SCSI technology:

No I don't. I don't even know if plug and play can apply to SCSI
devices. I escaped from Microsoft when Win95 was still new.

Looks like you have three options:

1 Gamble some cash on the SCSI bits and finding a Win98 driver that
  works.

2 Gamble some cash on the SCSI bits and install Linux. It's just as
  easy to be a novice in Linux as Windows:-)

3 Buy a different scanner that you know will work in Win98.
