libusb uses either /proc/bus/usb/xxx/yyy or /dev/bus/usb/xxx/yyy on
modern 2.6 kernels.

The fact that your distribution ships an outdated libusb or broken
udev rules or whatever has no relation whatsoever with SANE playing
nicely with udev.

SANE does play nicely with udev for thousands of Linux users in the
world today.
