Have you checked out some of the interesting comments made in the past?

Will this patch provide a way for programs using HAL to call standard
methods such as scan or will it be assumed that the app will continue
to call sane directly?

UDev is slightly different from hal, so if I build an app like Kooka,
while the app is loaded it can bind it's self to hal such that new
scanners that are plugged in or switched on invoke those scanners to
become available in kooka without restarting. admitidly this could be
done with udev but less code is needed.
