The backend must:
 - work reliably
 - not break the hardware
 - pass a make libcheck with no warnings
 - have a manpage
 - have a description file
 - be released under the GPL + SANE exception
 - have an active maintainer
 - be portable to non-Linux platforms
 - not reimplement anything provided by sanei

That's for a start. Looking into the archives for sane-devel you'll
probably find a more complete checklist posted by Henning at some
point :)
