This shouldn't be necessary, as the iscan-data package, necessary to install 
iscan and the Perfection V30 plugin packages, adds the rules for you in 
/lib/udev/rules.d/40-iscan.rules.

Furthermore, all scanners supported by iscan are already listed in the 
epkowa.desc file included in the SANE source. However, because the epkowa 
backend is external, the libsane rules file does not include it.
