Andrew,
please add USB debug flags before running 'scanimage', eg:
SANE_DEBUG_HP5590=255 SANE_DEBUG_SANEI_USB=255 scanimage -L
and sent the resulting output.
Please, do that twice - first invocation will suceed (as per your
report), second - failed.
