You're right, I tried adding myself to the group 'scanner' but it didn't help.

$ ls -l /dev/bus/usb/002/006
crw-rw-r-- 1 root root 189, 133 Mar 19 11:29 /dev/bus/usb/002/006

$ groups
brians adm cdrom sudo dip plugdev scanner lpadmin sambashare

I think Ubuntu uses udev.
