[sane-devel] xsane root only

Check your installation, specifically 
/lib/udev/rules.d, which takes precedence over 
/etc/udev/rules.d.

You might have something left over from previous 
frontends installations, like I did, not so long 
ago. Linux long installed tends to accumulate 
cruft, like any other system.
