I couldn't help but notice that the repository information you give at the
bottom of the DTSA's,

deb http://secure-testing.debian.net/debian-secure-testing
etch-proposed-updates/security-updates main contrib non-free
deb-src http://secure-testing.debian.net/debian-secure-testing
etch-proposed-updates/security-updates main contrib non-free

conflicts with that on http://secure-testing-master.debian.net/, where the
recommendation is

deb http://secure-testing.debian.net/debian-secure-testing
etch/security-updates main contrib non-free
deb-src http://secure-testing.debian.net/debian-secure-testing
etch/security-updates main contrib non-free


In addition, the README.txt file in
http://secure-testing.debian.net/debian-secure-testing/ contains the
following text:

Welcome to secure-testing.debian.net

Please see http://secure-testing-master.debian.net/ for further
informations.

The -proposed-distributions are _not_ for real usage. Uploaded packages
enter
them without further checks, and they may subsequently be rejected (and
removed from the archive). So, if you use them, you risk to end up with

Adding to the potential confusion, there are four subdirectories in
http://secure-testing.debian.net/debian-secure-testing/dists/.  Unless these
are all symlinks to the same place, it implies that there are different
repositories for different purposes.  If they really are all the same, it
might be worth a mention on http://secure-testing-master.debian.net/ and the
README.txt file at
http://secure-testing.debian.net/debian-secure-testing/dists/ should be
updated.
