[Secure-testing-team] Bug#779129: squid-deb-proxy: needs to be restarted on upgrade of squid3

Since squid-deb-proxy is largely just an alternate squid3
configuration and init script, when squid3 is upgraded,
squid-deb-proxy needs to be restarted, as it uses the binaries from
the installed squid3 package. Otherwise an already running
squid-deb-proxy may continue to be vulnerable to security and other
issues fixed in squid3.
