Hi,
I uploaded a new refpolicy package to the selinux-experimental
repository.
One major change: built with the experimental semanage utilities...
users_extra files and such are now actually correct... so /root should
be labeled correctly now...

I've also added a kind of "install magic" script, that will on a fresh
install only automatically install (but not load) base.pp and even try
to guess some modules. Module guessing is very sketchy, it's lacking any
dependency management, and it also only guesses you might need the
module if there is a package installed with the exact same name. Which
often fails, in fact.
But it's not really worse than if you pick the modules yourself either.
