[Soc-coordination] Nearly at the end of student application time

The previous years we had to set a bar of how many projects we'd like to
take on. We should have only one of these applications above the bar
(which can be considered a maximum number for the slots we'd like to
get).

When you are the assigned mentor and there are multiple proposals,
please indicate clearly in the private comments which of them you
prefer, especially for the final ranking adjustments. Don't push all of
them up in the rankings, but rank your favorite best and keep the others
lower. When you offer to mentor them, they'll already move into the
upper group.

I think it's very unlikely we'll have your top two students both being
accepted by some other project or otherwise dropping the project (and
even if so, we'll be told so in the GSoC conflict resolution phase),
therefore I'd suggest to only offer to mentor for the 'top two' of the
same subject. This will probably make it a bit easier to rank the other
applications fairly.
