[Soc-coordination] Welcome docs and templates

Hi!

I was thinking that it would be a good thing to have
welcoming documentation for both students, mentors
and teams, for Google Summer of Code.

This way, all concerned parties of the GSoC project
will be well prepared. It will help teams to welcome the
new Debian contributor as well as it will help the student
to communicate with the Debian team (and mentor).

I also propose a series of templates, see below, that
should be filled out by relevant parties when a student
has been accepted. This way it may be a lot easier to
coordinate expectations with reality.

Student
- Project name
- Project goals
- Which teams do you think you will work with?
- What are you profficient with?
- What do you think you will need help with?

Mentor
- Assigned student
- Contact information
- The mentor skills
- Teams the student will work with
- Tips to other skilled people
- Relevant docs

Team
- Contact information (mailing lists, irc etc)
- Other relevant teams or persons
- Relevant docs
