 * a form that consultants could submit to submit a new entry or
   update an existing one and
 * a system for rejecting the submission or possibly editing and
   applying it.

I think that we do need moderation of the submissions, based on some
that had nothing to do with Debian.  The problem for me was the
monotonous nature of the work.

I'll raise this issue with the relevant list maintainers and come back
once I have a better idea of what such a project would entail.
