I don't think it is a good idea. Having been a mentor and an admin in
the past of our GSoC, I know that in several cases the interaction
student <-> project ain't easy and already takes a good deal of
efforts to work for student <-> mentor. Imposing another coordination
hop looks like calling for more trouble.

Nevertheless I agree that working towards a SOAP read/write API would
be a wonderful goal. Having it we can possibly also re-target various
features of the bts command line front-end to relax the requirement of
a working MTA. Still, it would be better to delegate the API design to
a more central place, like the debbugs maintainer.
