[Soc-coordination] SOC idea: HomedirAddonManager

Debian contains [[:DebPkg:vim-addon-manager]], a tool that
installs vim addons into the home directories of individual users
by placing the correct symlinks into the appropriate location in
the user's homedir.

This concept is useful for more applications than just Vim,
e.g. Emacs, Awesome Window Manager, ZSH, Eclipse, Firefox,
Thunderbird, ...

The task would be to create a toolset like Vim-addon-manager that
can be used for any of the named applications. A plugin package
for such an application would thus need to specify the following:

 * What application am I for (ZSH, Firefox, Eclipse, ...)  What
 * symlinks need to be placed where to make this plugin available
   for a user?
