[Soc-coordination] SOC idea: Git patch manager

Hi,

I've not yet formated a wiki entry for this idea. It's the patch management 
workflow with Git that I've already presented several times and described 
here:
http://wiki.debian.org/ThomasKoch/GitPackagingWorkflow

It just needs some additional tooling:

 * A parser / writer for DEP-3 patch files
 * A status tool to check which dependencies of a patch have been updated

Should I expand this into a full wiki entry. For this topic I'd definetly be 
available as a Mentor.
