[Soc-coordination] Gsoc proposal from Charles

Hi all
I'll happily apply for aws credits for Debian Gsoc projects if I can get an estimate of what's needed. I've been a little busy to jump on this earlier and to track the requirements, but reach out directly to me and I'll do what I can. I will have to get approval first, so a small summary per project as well could be great for me to convince mgmt. :)

i am not saying that the proposal of that GSoC project should be
rejected, but i am totally against GSoC students needing to pay for AWS
to get their projects done.

So the proposal should just be more clear about what infrastructure is
expected to be used. And i wanted to put GSoC coordinators into the loop
in case it goes into the wrong direction.
