Yes, that's right.

The main intention of GSoC as such and as Google describes it, is that
the student learns something; prior experience is good but it's not a
requirement. To give you a personal example, when I was a student in
2010, I had very less experience with many of the tools involved in
the project. I spent time learning them after submitting my
application and during the community bonding period -- this gave me
total of two months time and then there is the development phase also.

So, what I suggest is that you write a good application and not worry
about this. And because you have experience with RoR already and the
Pylons documentation is really good, it won't be difficult for you.
Also, we will evaluate all applications after the student deadline so
everyone has a fair and equal chance.
