[Webmin-maintainers] New webmin/usermin packages

The transition to joint maintainership of the webmin and usermin packages
has beenslow and I blame myself for this as much as anyone.  So I decided
to get the ball rolling and over the weekend I uploaded new webmin and
usermin packages.  They are the latest upstream versions, fix 1 RC and
several other bugs and have the maintainer address set to this list.

I've also updated the project website at http://webmin.alioth.debian.org/

There's still a lot of work to be done so hopefully this will be a good
start.
