webmin-core apparently allows the admin to schedule jobs with cron and
at, but depends on neither.  I am not certain of the missing cron
dependency is so bad.  I think one of the cron-providing packages is
in base or at priority required.  If that is no the case, it might
also be a problem.  However, at is only at priority important, meaning
it can be removed.  This package should really declare a dependency
on at.
