Now the main blocker for migrating android-platform-tools from
experimental to sid is:

And blocker for migrating android-platform-frameworks-base is Bug#1014831

I still don't have good way to resolve it.

One idea is to enable all the embedded *_test.cpp code, and to see
whether the tests pass or not.
