add issue: LTSP clients refuse to start due to changed NBD behaviour.

+  * Both thin and diskless LTSP clients fail to start atm. This is most probably caused by a new upstream release of nbd server/client, now able to use STARTTLS; see DebianBug:850424.

   * either build a DVD image or update the documentation that we don't have one
   * GOsa² sudo Role plugin doesn't allow to add a system with FQDN (DebianBug:834065); upgrading from Jessie requires such action, otherwise a plain LDAP editor must be used.
