All the ITK 3.x branch is affected by this:

$ grep gdcm Code/IO/itkGDCMSeriesFileNames.h
#include "gdcmSerieHelper.h"

Looking at the ITK v4 this code is still there. So I would think that
libinsighttoolkit3-dev should Depends: on libgdcm2-dev
