[Debian-med-packaging] Bug#716983: wise: FTBFS when not building -data package

Justification: fails to build from source (but built successfully in the past)

Builds of wise covering only its main architecture-dependent package
(as on the autobuilders) have been failing:

  install -m 644 wisecfg/* debian/wise-data/usr/share/wise
  install: target `debian/wise-data/usr/share/wise' is not a directory
  make[1]: *** [override_dh_install] Error 1
  make[1]: Leaving directory `/«PKGBUILDDIR»'
  make: *** [binary-arch] Error 2

Could you please conditionalize this command appropriately, or replace
it with an .install file entry?
