[Debian-med-packaging] Bug#740628: libinsighttoolkit3-dev package should depend on libfftw3-dev

Dear Maintainer,

In the file /usr/lib/InsightToolkit/ITKLibraryDepends.cmake
ITKAlgorithms_LIB_DEPENDS is set to require fftw3 libraries.

This means that in order to link ITKAlgorithms or to use the
${ITK_LIBRARIES}, the package libfftw3-dev should be installed

Please consider making libfftw3-dev a dependency for the
libinsighttoolkit3-dev package.
