[Debian-med-packaging] RFS: pbseqlib (jessie-backports)

Hi, all,
I've prepared a backport for pbseqlib in the git repository's
debian/jessie-backports branch. This is a new dependency of blasr (which
is already in backports), so I need pbseqlib in backports in order to be
able to update blasr there.
