Yes, it builds the C++ code as binary python extensions.

I think this is a great idea and will add it to my to-do list. There's
also a ConsensusCore2 in development that I plan to package at some
point, but I'm not sure if this is relevant for spades. ConsensusCore2
should be co-installable with ConsensusCore anyway.
