[Debian-med-packaging] Please package r-cran-bh for Debian

So maybe packaging is easiest.  It exists as an autogenerated package in
Michael's PPA (and presumably in Don's currently inactive debian-r):

That is not that big.  We'll see if the ftpmaster like it or not.  If they
make me write an entry for each copyright holder I may walk away from it ...
