Justification: fails to build from source

Builds of parsnp for most architectures failed with errors stemming
from the use of -m64, which (like -m32) is generally inappropriate to
specify on any architecture.  Please retire the use of this flag.
*If* 32-bit builds turn out to be a lost cause, it's okay to go ahead
and restrict the package's Architecture field appropriately.
