[Debian-med-packaging] Bug#838513: libvcflib: FTBFS: (embedded) SSW requires amd64 or x32

Justification: fails to build from source

Builds of libvcflib for most architectures failed as in
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=828209.  Since this
library has a broader scope than libssw, it should ideally fall back
to a portable Smith-Waterman implementation on these architectures.
Also, per Policy 4.13, libvcflib should build against separately
packaged libssw-dev (on those architectures on which it exists!)
rather than using its embedded convenience copy.
