IGV depends from hdf5 which has a grave bug:

   https://bugs.debian.org/853750 

Once this bug is solved igv will migrate to buster again.  (Feel free to
help fixing this bug.

In principle you can easily install igv from unstable if you think that
this bug does not affect you.
