On a more general note, the http://www.debian.org/doc/maint-guide/ guide 
followed covers only *some* Debian packaging styles.

In particular, it seems (from a quick glance) to not cover the tools 
used most commonly (if not exclusively) here at the Debian OLPC team:

   * CDBS
   * git-buildpackage
