    Update libgfortran-5-dev dependency to gfortran
    
    ensures the default gfortran (currently 6 not 5) is linked in
    libpetsc3.7.5-dev, libpetsc-complex-3.7.5-dev.
    
    gfortran depends on gfortran-6, which depends on libgfortran-6-dev.
    
    Closes: #852011.
