Build-Depends: libscalapack-mpi-dev (>= 2)
remove Build-Depends: libblacs-mpi-dev
(BLACS is now included in scalapack2)
Note this change is simply to straighten out declared build
dependencies. Functionally it is a null op since neither blacs nor
scalapack are detected at configure time, see Bug#870054.
