Bug#557222: ecs is in main but depends on the non-free libparmetis

Hi,

at least on arch=i386 ecs pulls in the libparmetis3.1 package as a hard dependency. This library, however, is from the non-free section so ecs has to be moved to the contrib section or the dependency on libparmetis3.1 must be avoided.
