hmhm, this is likely to be my fault.
We (Debian, Scilab & Octave) released a new version of arpack (since
upstream is dead) [1]. We applied some patches from gentoo to switch to
autotools. 
It might be the cause of your issue.
Do you know which symbol is missing ?
