xtensor 0.24.7 is configured to use xsimd 10. xtensor upstream head
supports xsimd 11. But xsimd 12 has been recently released and is
required to provide stability on less common architectures like armhf.
And xsimd major releases are not backwards compatible.

We'll need to remove xsimd support from xtensor until it can be
updated for xsimd 12.
