The Debian TeX maintainers wanted to overtake the passivetex package and
re-introduce it to the Debian archive. This hasn't been done already, so
I'm still waiting. However, I will check the problems with xmlto later
this week or next week and then I can also check for the dblatex
integration.

@Mark: Why did you close this report (instead to merge it)? Was it by
accident (the version number seems weired)?
