bug #666772 is likely never getting "fixed" because it is the wrong solution to

currently, docbook-xml is blocking 527 source packages from satisfying their
crossbuild dependencies: https://mister-muffin.de/p/Ztuz.html

Is it thus the second-most reason for any source package not being
cross-compilable because of missing M-A:foreign right now. Fixing this would
help a lot!
