[xml/sgml-pkgs] Bug#834714: libxslt1-dev: arch-dependent file in "Multi-Arch: same" package

The attached patch fixes this issue.

Changelog:
1. Move xsltconfig.h to an arch-dependent include directory.
2. Update the cflags paths in the pkgconfig file to use the new include directory.
