I don't follow the "per binary" part.  When the tagged package is,
say, librandomgraphicsformat-dev, but the specific executables in
need of automated apps-menu entries are /usr/bin/set-rgf-bg (a demo
of the available RGF effects) and /usr/bin/rgfbug (which invokes a
specialised reportbug run)... okay, the libdevel package will have
to be tagged as providing a game and a QA tool, but how does it know
which is which?
